This Privacy Policy explains how VLDTR (“the App”) processes personal data during UPLIFT payout validation in Butuan City. The App is an internal field tool for authorized validators of DSWD Field Office Caraga. It is not a public beneficiary portal.

1. Data we process

The App may store and display:

• Validator account data: username, hashed PIN, role, and account timestamps.
• Beneficiary list data imported from official .xlsx master lists, which may include names, birthdates, addresses, barangay, household or person identifiers, venue, and related program fields.
• Validation records: status, optional notes, validator name, and time of action.

2. Purpose

Data is used only to identify listed beneficiaries during validation, record who was validated, and produce operational exports for authorized staff. It is not used for marketing.

3. Legal basis

Processing is for a legitimate public function in social welfare operations and is intended to comply with the Data Privacy Act of 2012 (Republic Act No. 10173) and DSWD data-privacy rules. Validators must treat all beneficiary information as confidential.

4. Storage and sharing

Data is stored on the server that hosts this App (including a local database and uploaded spreadsheets) and may be cached on a validator’s device for offline search. It is not sold. It may be shared only with authorized DSWD personnel or as required by law.

5. Retention

Beneficiary and validation records remain until authorized staff remove or replace hosting data. Deleting a validator account removes that sign-in only; it does not erase beneficiary lists or validation history.

6. Your rights

Validators may review and update their username and PIN, or delete their account, under Menu → Account. Beneficiaries who wish to exercise privacy rights over program records should contact DSWD Field Office Caraga through official channels, not through this App.

By creating an account or signing in, you agree to these Terms of Use.

1. Authorized use only

VLDTR is for authorized validators and supervisors working on UPLIFT Butuan validation. You may not share your PIN, create accounts for unauthorized persons, or use the App for any purpose other than official validation work.

2. Accuracy of actions

You are responsible for searching the correct person before marking them validated. If you mark someone by mistake, use Undo validation immediately and record a note if needed.

3. Confidentiality

You must not copy, screenshot, publish, or send beneficiary lists or personal details outside official DSWD processes. Devices with the App installed should be locked when unattended.

4. Master lists

Uploading a spreadsheet adds people who are not already in the App. Existing records and validations are not overwritten by an upload. Only authorized staff should upload files. Uploaded files must be official master lists.

5. Accounts

You must keep your username and PIN reasonably secure. You may change them or delete your account in Menu → Account. The operator may disable access if misuse is suspected.

6. Availability

The App may be offline, slow, or updated without notice. Offline search depends on data already loaded on the device.

7. Changes

These terms may be updated in the App. Continued use after an update means you accept the revised terms.

VLDTR is a field support tool. It does not replace official DSWD records, payroll, certificates of eligibility, or other source documents.

1. Not an official public registry

Presence or absence of a name in this App is not by itself a final determination of eligibility, entitlement, or payment. Always follow the official master list and on-site procedures.

2. No guarantee of completeness

Lists depend on the files that authorized staff upload. A person missing from the App may still be in an official list, and a person in the App may later be corrected in source records.

3. Limitation

To the extent allowed by law, DSWD and the operators of this App are not liable for incidental losses from downtime, device failure, mistaken taps that were not promptly undone, or use of the App contrary to these pages and official instructions.

4. Trademarks and names

DSWD, UPLIFT, and related names remain with their rightful owners. This App is an operational aid for Field Office Caraga payout validation in Butuan City.
